In the event of Mr. Mitchell-Innes returning to the Colony, I recommend that Mr J. Sercombe Smith, who is at present acting Puisne Judge, but whose substantive appointment is that of Assistant Registrar-General, be appointed Postmaster-General, and further that Mr. A.M. Thomson, passed Cadet, who is at present acting Treasurer, be appointed Assistant Colonial Secretary, since Mr H. May was promoted to the post of Captain Superintendent of Police.

On the assumption that Mr Mitchell-Innes will not return, I recommend that Mr Sercombe Smith be appointed Colonial Treasurer, and Mr A.M. Thomson, Postmaster-General.
